Im not speaking for all Americans when I say this, but many don't take notice of the world outside their own country....thats a fact not opinion, but yes we are way too soft on terrorists, England, where I live is probably the worst for this, our 'justice' system is a joke, I can understand though - despite how that sounds, people have their own lifes to live, when events aren't publicized like 9/11, and don't have a direct effect on their country to the magnitude of 9/11, its easy to be ignorant towards attacks happening elsewhere - although that shouldn't be the case Robert, america isn't a third world country, its not even a LEDC, its a MMEDC, so killing millions of innocent people is the answer in your mind.....
I cant really gove you an answer,but what I can give you is a way to a solution, that is you have to find the anglde that you relate to or peaks your interest. A good paper is one that people get drawn into because it reaches them ln some way.As for me WW11 to me, I think of the holocaust and the effect it had on the survivors, their families and those who stood by and did nothing until it was too late.
