I believe that Tupac was one of the greatest rappers, not only of his own era, but of all eras. Unfortunately, either he seemed to find trouble a lot, or if seemed to find him. For awhile there, it seemed hard to find anyone who WASN'T rumored to be involved in his shooting, and yes, there are probably still those around who are certain that he is on an island somewhere chillin' with Elvis.
Personally, I believe the fact that Suge Kinght was driving the car and was actually hit in the head by a bullet is the strongest evidence AGAINST him being involved. Think about it, wouldn't your first instruction to a shooter be "make sure I'm not around and if I am, DON'T HIT ME! "?
Most likely to be gang related, Rap industry hit men (rumored) seem to lack the precision of the infamous mafia professional hits carried out with a single shot to a "kill spot". Instead, they tend to prefer spraying the entire area (or neighborhood) with multiple rounds, on the off chance that they will actually hit their target. Who can deny the fun of wildly firing auto or semi-auto weapons out the window of a moving car while screaming gang slogans and trying to keep your bling from getting caught in the moving gun parts.
If any of the theories are true, it seems more likely that Orlando Anderson killed him in retaliation for a beating earlier that same night. Notorious B.I.G. May or may not have been involved to the extent that he may have supplied the gun, but I don't believe he paid Anderson, I don't think he would have any need to do so. I think Anderson was probably happy to carry out his revenge without any further motivation.
