When you state "stream tv" - it is the same as any other live video input - the only challenge here would be gaining the rights to rebroadcast the content. RTSP is not supported by iDevices (iPad, iPod, iPhone). To answer your "more importantly" question - you need to do a little research.

I cant really gove you an answer,but what I can give you is a way to a solution, that is you have to find the anglde that you relate to or peaks your interest.
