Unable to execute jar file despite having PATH and CLASSPATH set?

1) -jar option of java disables the use of CLASSPATH. Please take a look at Setting the CLASSPATH of Weka.

I cant really gove you an answer,but what I can give you is a way to a solution, that is you have to find the anglde that you relate to or peaks your interest.
