WB recognizes the national procurement systems such as the Public Property and Disposal Authority (PPDA). However, the role of procurement management has been assigned to ASARECA because it has systems in place i.e. Finance and audit functions that will manage the procurement systems.
In addition, an arbitration system is in place and it is included in the contract. For instance, in Uganda arbitration is handled in the commercial court and in Kenya, it is handled in the industrial court. If national systems fail to resolve the issue, then the UN system is used as provided for in the World Bank procurement guidelines.

I cant really gove you an answer,but what I can give you is a way to a solution, that is you have to find the anglde that you relate to or peaks your interest.
