Go to dell's web site and get the latest drivers for your laptop. If that doesn't help, you may need to test to see if the +5 volt rail of the USB ports are working, (do lights on the USB device light up at all? ).
Some laptops save power by turning off the ability to power things through USB. You can test for this by using something that does not get it's power from the USB port by default. Any battery operated device that uses USB should work.
Or an external HDD/DVD/CD drive that comes with a wall adapter. If it turns out that no lights come on or devices that have their own power work proper then it's up to you to figure out how to turn that off for your lap top. Start with reading the manual.
If all of the above does not work then it is likely that the USB controller of the laptop is(burned/fried/dead/ruined/cooked/broken) and will never again work.
You should also be aware that these "third party" warranties will often only cover repairs that are performed "in house", and not repairs that are only available through the manufacturer. In some cases, these "in house" repairs will use parts that are not approved by the manufacturer and will void your eligibility to extend your warranty with the manufacturer. If at all possible, attempt to take a video of the entire disassemble process.
