It was an invasion. The exiled government of Aguinaldo spoke to a liason of the U.S. government in Hong Kong to assist the Filipino cause of achieving independence from Spain. The money that Spain gave Aguinaldo to ship out to Hong Kong was used to pay for weapons that the U.S. would supply to Aguinaldo and his troops.
Instead, silly old McKinley said that "God spoke to him" and said that the Philippined needed some sort of guidance from the U.S. government. So, after the pseudo battle in Manila Bay between Spain and Dewey, McKinley instructed Dewey to stay put. Angry, Aguinaldo defied the U.S. because the U.

The U.S. sent troops to the Philippines, started the fight because of an ignorant volunteer soldier from Nebraska shot an innocent civilian. The Filipino troops and people were angry at the the U.S. too because of racist treatments and remarks towards the Filipinos.
