Generally dogs do this because they are bored. If the dog has plenty of other stimulation (including walking away from your home -- they need new sights too), then about the only thing you really can do is offer treats and praise when the dog goes when and where you expect him to, and of course not give him treats and praise when he goes out and doesn't do anything.
