I'm afraid you are asking for the next to impossible here. You can get some small home practice amps for that price; nothing loud enough to be of any use in playing with drums. You can search for something used - an older solid state Peavey Bandit should do the trick.
These are reliable, sturdy, good sounding and pretty loud amps. Not with a lot of bells and whistles, just a decent, basic guitar amp - and lot of amp for the money. They have good clean as well as distorted sounds and they are very sturdy.
Try eBay and see what comes up. As for new amps, I'm afraid you are out of luck.
I cant really gove you an answer,but what I can give you is a way to a solution, that is you have to find the anglde that you relate to or peaks your interest.
