National Parks (generally) have campsites and hiking and/or biking trails. They may also provide guided tours of certain points of interest. They are geared toward human visitation and appreciation Wildlife sanctuaries provide quiet, placid, solitude for the animals that naturally reside there, as human intervention can interrupt their natural cycles of life.
