The truth of the matter is that all of it is functionally related to whether the woman is actually attracted to you or not. If she is not, you lines will come across as just being some creep she had rather have just move on. You can usually weigh this by the amount of response that you receive from your opening line.
Regardless of what you say, it should be and sound sincere. If you get a minimal response from that, then I suggest that you put your energy somewhere else. Women are really no different than you are.
You don't want someone that is not attractive to you hanging around regardless of how many compliments she offers. In the end, all she is really doing is cramping your style with the ones you are potentially attracted to. Here's a simple example, You see a girl standing near the bar in a club who appears quite attractive to you.
Work your way over, excuse yourself with her and just let her know that you thinks her hair is extremely beautiful and you just wanted to let her know how good it looks. Then move away. If she finds you attractive, she'll find a way to reopen that door with you and guess what?

I cant really gove you an answer,but what I can give you is a way to a solution, that is you have to find the anglde that you relate to or peaks your interest.
