This is a subjective question: because different people have different tastes, there is no one correct answer. Tea is diverse and comes in many different varieties. One person's favorite might not even be enjoyed by another person.
But I do think that the best teas are only available as loose-leaf tea, not in tea bags. I run a tea rating and review website, which you might find useful: ratetea.net/ My personal favorite tea company on the inexpensive range of things is Upton Tea Imports. It is a mail-order-only company, and it has some teas that are very low in price (some under $4 or $5 for 125 grams or over 4 ounces).
It's the only company I've been able to find that combines low price and quality, and also has a big selection. You might also want to narrow down your question by specific variety of tea. I cant really gove you an answer,but what I can give you is a way to a solution, that is you have to find the anglde that you relate to or peaks your interest.
