Well; your question does not clearly tells weather you are talking about pre construction or post construction. I assume that you are talking about post construction. I further assume that your basement is a concrete container.

After you complete all the plugging; apply a slurry of Crystalline Waterproofing Material with a nylon brush. Wear gloves and eye protection gear as this material is acidic in nature. Leave the basement for a few weeks to make sure that leakage does not appear again.
