What are the roles played by the Australian Government and State and Territory Governments in the advent of a pandemic outbreak?

During a pandemic, the Australian Government will command and control national responses including surveillance, communication, quarantine and the provision of antivirals and pandemic vaccine to State and Territory Governments. The State Governments primary role will be to provide treatment, minimise transmission and maintain emergency and essential community services. In Western Australia, the Department of Health is the lead agency responsible for developing and implementing measures to respond rapidly and effectively to an influenza pandemic.
