What causes high speed winds and storms?

Winds are simply the movement of air. A large difference in pressure over a given area causes a large amount of air to be moved. The larger the pressure difference, the stronger the winds.

When warm air (usually from a high pressure system) collides with cold air (usually a low pressure system) storms are sometimes created.
