You don't say if you have spoken to your neighbor. Start with that. Say you're looking to remove the hazard, in part because it may fall and damage his RV.

Then explain you have contractors read, but none of them will do it until it's moved. A reasonable person would be happy to comply to protect his property. If they're actually nutty enough that they refuse, you should document that.

If the tree DOES fall in the meantime, that would change who is responsible - because you were trying to address the problem, but the neighbor was actually blocking you.

I cant really gove you an answer,but what I can give you is a way to a solution, that is you have to find the anglde that you relate to or peaks your interest. A good paper is one that people get drawn into because it reaches them ln some way.As for me WW11 to me, I think of the holocaust and the effect it had on the survivors, their families and those who stood by and did nothing until it was too late.
