I think its pretty weird...arm hair isn't as noticeable as underarm or leg hair, and having a bit of arm hair is better than having abnormally smooth arms.
Some men do not like seeing hair on a woman's legs or arms. But there are some men who like hair on women. In my travels in Europe and in some Asian countries, very attractive, intelligent women had hair on their legs, on their arms (even under their arms).
Therefore, this is not an easy question to answer. Once one becomes familiar with a significant other, one can ask him, "How do you feel about hair on women and hair here or there?
I think that if a woman has fine blonde downy hair then nothing has to be done at all. The hair won't even show up. If the hair is dark then it can be bleached which takes all of ten minutes to do once a month and this way it will hardly show up either.
Shaving or waxing arms, as the author of this question put it, is only asking for more problems such as we already have on our legs like in-grown hairs, stubble growth etc etc.
I cant really gove you an answer,but what I can give you is a way to a solution, that is you have to find the anglde that you relate to or peaks your interest.
