Because the system is created to keep people poor. This is am scenario (a friend went through this) for someone who isn't mentally ill .... For instance, in order to qualify for disability, you must be completely unemployed for two years BEFORE you apply. To be unemployed for two years means you can't afford rent -- most people end up living on the street, or in cars.
If and when you get disability (which can take another two years), you now have an income, but since you've been living on the street, you are dirty and probably need medical and dental assistance. After you qualify for disability, you have to wait ANOTHER two years to get Medicare, which doesn't cover dental or vision care. On top of that, when you apply for housing (even subsidized), they turn you down because you haven't had any "recent" landlord references (i.e.
Previous 2 years). If you explain that you've been living in your car, they tell you that's no excuse, they won't rent to you. Also, many apartments and jobs now require a decent credit score, which is basically impossible if you have had any financial trouble or been unemployed for two years, unable to pay your bills.
If you qualify for food stamps, people on disability get as little as $16/month, some are fortunate to get more. Many governments now limit what you can and can't buy with food stamps, even though people buy what they can afford. There are foods that are not permitted to be purchased with stamps, even though they are less expensive than other options.
It is difficult because the resources are not there. But it can be done. With understanding, people are able to work while homeless.
In fact, working while homeless is a lot nicer when you have nowhere better. Of course, you have to get a place to live eventually which means saving everything. No luxuries, no food but what comes your way.
It certainly was much easier 100 years ago when their was a huge need for unskilled labor, low standards of hygiene. Private handouts. You could travel on the freights.
Nowadays, you'd just get killed.
I cant really gove you an answer, but what I can give you is a way to a solution, that is you have to find the anglde that you relate to or peaks your interest. A good paper is one that people get drawn into because it reaches them ln some way.As for me WW11 to me, I think of the holocaust and the effect it had on the survivors, their families and those who stood by and did nothing until it was too late.
