What encoding are filenames in NTFS stored as?

NTFS stores filenames in UTF16, however fopen is using ANSI (not utf8).

Fopen() - in MSVC on windows does not (by default) take a utf-8 encoded char*.

I cant really gove you an answer,but what I can give you is a way to a solution, that is you have to find the anglde that you relate to or peaks your interest.
