A dual layer DVD burner is used for DVD9's. These are dual layer disks that are capable of recording several hours of video uncompressed or 8.5 GB's of data. The single layer disks can hold a 90 min movie as an example but it is compressed reducing quality.

Dual layer are exactly the same as the movies we buy or rent and a dual layer DVD burner creates the same on the proper DVD DL disk.
