I think the best free plugin is Simple Popup, but you need some design knowledge.

Premium plugin, I think is Popup Domination. I'm an affiliate and I think is one of the best plugins out there. It contains some cool designs and is easy to use.

I cant really gove you an answer,but what I can give you is a way to a solution, that is you have to find the anglde that you relate to or peaks your interest.
