It's not really a question of Better or Worse Ubuntu is a flavor of Linux (I think they are up to Ubuntu 8.10 now). Linux has certain advantages over Windows -- generally faster, can operate on lower-end hardware -- but it's more of a hands-on machine. Unlike Windows, there are not as many programs and you have to know more about the machine to install and operate them.
Windows .. is windows. Your question is really similar to: Which is better, a 4-door Toyota or a bulldozer. You can't compare them, because they're designed for different purposes.So it is with Linux versus WIndows.
Different populations need different things. If you're a hobbyist and don't mind getting into the guts of laptop management, then go with Ubuntu, but if you're wanting a familiar environment, stick with Windows..
Ubuntu is like Linux for dummies (user-friendly, intuitive for the most part). It's a very clean, easy to use, and FREE operating system. A lot of people I know use it for their kid's computers because it's free and easy to rebuild, so messing it up isn't too much of a headache for reinstalling...it's also not targeted by viruses for the most part so you've got added security there.
You probably won't be able to get all the video games or big name programs on Ubuntu, but the Linux community is huge and always coming out with free alternatvies. If you like and are comfortable with Windows, I wouldn't go with Ubuntu. But if you are looking for a cheap alternative operating system, it's great.
A lot of Linux flavors are hard to find drivers for (traditionally), but Ubuntu has been very good at finding and installing the correct drivers during installation from what I have seen. I would suggest downloading Ubuntu yourself and trying it out for a while before buying a system that comes with it. Ubuntu is a Live CD, which means you can boot your computer off the disk and try out the operating system without actually installing it on your machine.
