Because your eyebrows are so close to your eyes, I would first try a bit of baby shampoo twice a day. I used to have a great deal of problems with my eyes. My eye sturgeon said to wash my eyelashes twice a day in baby shampoo.
I know that is different than what you are talking about, but it brings me to my point. I knew a guy that had a great deal of trouble with flaky skin around his eyes. He said his doctor recommend the baby shampoo as well.
Personally, I'd try it first because it is safe for use around the eyes. That doesn't mean you still don't have to take caution. Just use it in the morning and at night.
You could also try a bit of an exfoliating type brush, not too rough though. Eyebrows and eyelashes carry bacteria. That baby shampoo will get rid of it.It should also get that dead skin off as well and promote new skin growth.
Of course if it more of a fungus problem, that might require something different.
This is the same problem I had a month ago. There are many ways to get rid of this mainly by applying moisturisers. Both natural and manmade.
But the best and the cheapest way to get rid of this is to buy a bottle of coconut oil. Just simple coconut oil. I suggest you to get 'parachute' coconut oil if its available.
Then along with its application on the required area(above eyebrows),just use it as your hair cream. Ie,Apply some coconut oil on your wet hair ,especially above forehead(mainly) and on forehead slightly(wet hair slightly before application) . You r good to go.

I wonder what causes the flakes near your eyebrow area. Maybe your skin over there's dry? If it is, try putting petroleum jelly into the area.
A small amount will be okay and is enough to do the trick. In no time, the skin on that area will turn to normal and will be soft & moisturized. You can also use a typical moisturizer to soothe the area.It will also benefit you when it comes to age lines and wrinkles.
The one that works for me best always is by directly applying a calamansi juice on any flaky area (have experienced on scalp only). I don’t know if it’s normal that you will experience this as this often occurs in winter or you maybe applying face creams or body creams (rich) and those flakes are just residues. So when you wash your face, scrub your eyebrows in circular motion in order to get rid of flaky skin.
You can also use your anti-dandruff shampoo to wash it and rinse thoroughly with water. If the flaking doesn’t go away in 10 days then you may need to consult your dermatologist in order to get proper advice on what to do with It or what to take or apply on it.
As it is so close to you eyes a dandruff shampoo might be a bit too strong. When ever I get patches of dry skin, I first of all use baby oil and if that is not working quickly enough, I next try olive oil. One of the benefits of olive oil is that it grooms eyebrows quite effectively.
If you have any stray ones that stick out at weird angles so that you look like a mad professor, the oil will help keep them in place. If you don't fancy using oil because it's greasy, another way of treating very dry skin is E-45 cream. I cant really gove you an answer,but what I can give you is a way to a solution, that is you have to find the anglde that you relate to or peaks your interest.
