If your PC has a Blu-Ray player then it can play them. It is essentially the same thing as a DVD or CD except it has more capacity. Unless your computer is quite new it is unlikely you can play these disks.
You can, however, buy a Blu Ray player to install in your computer or probably even an external one that you can plug in with a USB cable.
