Here's the latest: You can't sit on the sidewalk if you are fully clothed, but if you are nude and want to sit on a bench, that's OK as long as you put a towel down. I agree with sanitary aspects of the proposal, but - is this really a burning issue in San Francisco?

I can't perceive where you mean "brilliantly conceived" except as sarcasm.
Not really. The city fathers of SF seem to come up with these different perceived ways to 'improve' the city. (The circumcision ban for one, the selling of pets ban for another).
They want to right what (in their opinion) is a horrible wrong or injustice, and they manufacture these oddball rationales to support their cases. THen, someone with more sechel (yiddish word meaning 'smarts') takes a look and says "you guys are idiots". But in the meantime, the city council has taken serious steps in the legislative process.
If it only happened once in a while, it would be one thing. But San Francisco does these things every couple of months.(I would expect it in Berkeley. Not so much in SF) ElBanditoRoso 3 months ago .
To be fair to San Francisco; you are drawing a bit of a false analogy there - the law prohibiting people from sitting fully clothed on a sidewalk is related to traffic and panhandling. The law requiring a towel on a park bench is related to sanitation. The question in my mind is; why should they have to make a law about it?
The sanitary aspects of putting down a towel on a bench I understand, but public nudity is a violation of public decency and they should be given a ticket and made to cover up or be hauled off to jail. It would appear that they can't seem to let go of the 60s.
