As for Intranet that is a private network basically, and the Governments involved and their armed forces will have contingency plans in place to stay connected. Joe Public will only have the radio and TV to use unless they are a radio ham. Anything that has been built once can be built again and be even better because it will be more modern, if the protagonists are not strapped for cash afterwards, which they usually are.

It is unlikely that another world war will destroy the entire Internet backbone. If it does, the human race would have far bigger problems. What will happen is that different parts of the world will lose connectivity.
After a few years, the connectivity will gradually get re-established. If there is sufficient damage to the backbone, IPv4 may disappear at that time and be replaced by IPv6 or some other protocol.
I cant really gove you an answer,but what I can give you is a way to a solution, that is you have to find the anglde that you relate to or peaks your interest.
