It doesn't really matter, except that by default, almost all programs install to C: and give you no choice about it. There is a registry setting that will send them anywhere else you like, but even at that an awful lot of stuff tends to use C: for all kinds of storage. Therefore, you do NOT want C: to be too small.

There is no such thing as ideal proportion between C & D. The idea behind distinguishing the two partition is to help you store different types of files in different locations. Ideally the C will contain all your program/system files that is required run your computer.
The D partition is used to store personal stuff like, music, movie, docs etc. Usually 40GB of space is good for C drive for program files. The remaining you can keep for your personal use and further partition it into E, F and many more depending on how you want to organize your space. I cant really gove you an answer,but what I can give you is a way to a solution, that is you have to find the anglde that you relate to or peaks your interest.
