What is the smallest trickle one can turn down the faucet that is still economically quite thrifty?

It reminds me when the high efficiency furnaces came out. They used less gas, but because the air was forced through additional efficiency increasing heat exchangers, they installed a larger fan blower botor. So the gas use dropped, but the elextricity use increased.
