It depends:For simple things I'll use paintnet, otherwise, photshop.

I go to picnik. Com website...most of the photo editing options are free...that is if you aren't going to do it professionally. Professionally you should probably go with adobe photoshop.
Hmm... I like different ones for different reasons. If I'm editing on my desktop I use PhotoshopIf I'm editing on my phone (android) I really like Picsayand if I'm editing on my iOS devices it's pretty hard to beat Filterstorm.
I cant really gove you an answer,but what I can give you is a way to a solution, that is you have to find the anglde that you relate to or peaks your interest.
