You can still use the Google Adwords Keyword Tool for what you are wanting to do. To show estimated average cost per click, select the box that says "views" on the right hand side of the screen. In the drop down box, select "customize columns."
A box with more options appears. In this box, check the selection for estimated average CPC, and this column will also show up in your results. I have tried a number of the other keyword tools out there, and this is still by far the best to use in my opinion.. A number of the other tools were rendered irrelevant when the Google Adwords Keyword Tool came to be, and a small number of them no longer work because of this.
If you want to dig in further than getting keyword suggestions, Digital Point also has a great keyword tracking and positioning tool that is free to use. A link to this tool is in the sources.

A guy called Brad Callens designed a simple keyword tool call PPC Web Spy that is simple to use and shows you direct information in relation to search engine keyword results, as in how much a person paid in Adwords to get onto first page and the keywords they are bidding on or using etc. There is a quick video on the page of the link I am giving to you which demonstrates how easy it is to use and all that it can do in relation to keywords and current keyword value. I cant really gove you an answer,but what I can give you is a way to a solution, that is you have to find the anglde that you relate to or peaks your interest.
