The Work at Height Regulations 2005 governing work at height are based on the undertaking of a suitable and sufficient risk assessment in order to identify the hazards and the risks they pose. Having identified working at height and the risk of a fall, to select the control measures necessary to eliminate or reduce to as low as is reasonably practicable the risk of a person falling a distance liable to cause personal injury and prevent any objects falling from above on a person below and causing personal injury. This enables you to plan, organise and supervise the task following a safe system of work.
If from the risk assessment you consider it prudent to wear PPE, then this should be provided and worn, including hard hats. However, where you may be confused is that on a construction site, under the Construction (Head Protection) Regulations 1989, hard hats must be worn. By way of example, you would be better to follow our tips on safe use of ladders, such as having it tied and ... more.
I cant really gove you an answer, but what I can give you is a way to a solution, that is you have to find the anglde that you relate to or peaks your interest.
