What should I do if the formula to calculate the number of spaces in an unmarked car park produces an unjust or unrealistic outcome?

For example: A car park has no marked spaces. Pillars and other physical features of the car park mean that only 3 cars can actually park there but if the formula were used, it would result in 5 spaces? In such circumstances, the owner/operator should declare the actual, not theoretical number of spaces available, as the focus of the Levy is to tax spaces that are actually used by peak hour commuters.

I cant really gove you an answer,but what I can give you is a way to a solution, that is you have to find the anglde that you relate to or peaks your interest.
