What was Roosevelt's attitude toward conservation?

Theodore Roosevelt wanted to preserve natural resources...therefore he was for conservation. However, because of the abundance of natural resources during his time, he wanted to make sure that relations with other countries were good in order to trade with them. Back then, the government wanted to get rid of the surplus of resources.
