Part of the mission of Christ on earth was not only to justify by His blood all humanity but also to continue all that he started. Obviously he was not able to do it Himself, not that He was not able but He made us all children of His father he passed on this power to human. It was not like a gift to Peter because of his declaration, one that did not come from a humans mind but from the Spirit.
The first Church were the apostles but then he ordered them to the edges of all the world to preach the good news. As St. Paul says, Jesus is the head of the body which is the Church. This power is not given to any believer but first to Peter who became the first head of the Church, to the apostles and to their descendants.
The Pope being the head of the present Church. Jesus told Peter that he was the rock which meant that he was the foundation of His Church.
