It depends on what your relationship has been till now. Also, how much you know about him. If he has truly been treating you in a way that makes you think he truly loves you and you love him back then he may be serious.

Im not sure about that, people kind of say "I love you" without putting much into it. You should see how your relationship is going with this guy, if you feel its something serious between you two then maybe he meant it.
