These are sideline issues NOT the immense war-crimes they committed. The great war-crime is invading Iraq. Bombing Baghdad, Destroying Iraqi infrastructure.
Disassembling the Iraqi state and creating anarchy. And in these processes and consequential to these processes killing a million people. THAT is the war-crime!

It could be that the political climate is right . Next year is an election year and the republicans want to shove another Bush down our throats. Another reason is that according to the book -- Angler-- Cheney had gathered a lot of data, highly personal information about some very powerful people, so he could blackmail them if they went after him.
The Bush family had a lot powerful friends. I don't believe they do anymore. This latest problem with the Syrian refugees fleeing ISIS is a direct result of the Iraq war and has made many people very angry.
