If you want to kill the tree, you create a bark ring around the trunk of the tree. I am fairly certain you can do this any time. HOWEVER, if this is a tree that is established and might fall on something and destroy it, just get a tree removal service to come take care of it.

Just taking the bark off of a tress won't kill it. You will have to cut down into the cambien layer. The time of year doesn't matter too much, but if you do it now, and you cut in deep enough, it won't leaf out this spring.

You can apply a systemic herbicide to the area you scrape off also. Why do you want to kill this tree? Are you doing this to be malicious?

Or if this to circumvent a HOA rule? If you just want the tree down, then there is no reason to kill it first.

I cant really gove you an answer,but what I can give you is a way to a solution, that is you have to find the anglde that you relate to or peaks your interest.
