When to file eviction notice?

Depends upon what you mean by "respond". If you want to ignore it, the landlord has the burden of proving you got it. They still have to file a lawsuit and serve you with the summons and complaint, assuming you were properly notified of the intent to evict.

When (and if) you go to court, you could point out that you had no notice at all, and the judge could immediately toss the case as "untimely" until you are properly notified... Or, you could simply ask the landlord what the problem is and see if you can work it out like grown-ups.

I cant really gove you an answer, but what I can give you is a way to a solution, that is you have to find the anglde that you relate to or peaks your interest. A good paper is one that people get drawn into because it reaches them ln some way.As for me WW11 to me, I think of the holocaust and the effect it had on the survivors, their families and those who stood by and did nothing until it was too late.
