I thought it interesting that simply by posting this question and looking at the page, you get to see ads for a bunch of companies trying to sell the item you are looking for. You don't need an actual answer, as far as places to buy goes. Do they have target ranges or weapons training for civilians with these things?
Remember that any weapon, no matter how simple it looks, needs lots of practice and training to be more a danger to your opponent than yourself!
