Google Connect works with any blog. But Disqus is up and coming too. Usually you'd use the blog software's commenting system to generate discussion on your blog.
However sometimes people don't want to join your blog and register, just to comment. If your blog software doesn't have any commenting features or you want something bigger and better than what is built-in, a couple of solutions are Google Friend Connect and DisQus. These will keep the discussion comments posted on your site.

Track conversations across the web, plus bridge discussions with your favorite services such as FriendFeed and Plaxo. " With something like FriendFeed, the commenting is back over on the Friendfeed site. You link posts from your blog to show up on FF and then viewers would post comments there.
With Facebook, you can control who can be part of your community, as the Friending process is pretty good. But if you want anyone to publicly comment on your blog, you should chose something else. So the best depends on where you get your traffic from.
If you blog generates it's own traffic page views, then use a system that keeps the commenting within. If you need to get more eyeballs from other social communities, maybe hanging on Friendfeed or Facebook would be better, with Posts on your blog being updated/linked onto your Friendfeed or Facebook page.
I cant really gove you an answer,but what I can give you is a way to a solution, that is you have to find the anglde that you relate to or peaks your interest.
