The Chromecast uses WiFi. The TV does not need WiFi. The computer you use to control the Chromecast only needs WiFi while the Chromecast is being configured.
After that, the computer can be Ethernet connected to your network. You could configure the Chromecast from a cellular phone, then use a desktop PC with no WiFi to control it. I hope this helps.
