Make it out of recycled paper. Make a frame out of wood, a little larger than the size of paper you want. Get fine mesh from home depot.

I found screen door mesh works quite well. Staple the mesh to the frame, over one side. You should end up with what is basically a flat square sieve, with raised sides.

Take newspapers, magazines- try different combinations of paper glosses and colors, and tear them into strips. Make a lot of strips. Fill a blender about halfway with water, and slowly start adding the strips until you end up with a paste about the consistency of runny applesauce- don't make it dry and clumpy, you want it wet and easily pourable.

You can add food coloring to the mix to change the color of the paper- if you use newspaper, it will be a gunmetal gray normally. Once you have your goo from the blender, pour it into the frame, over the mesh. By adding blobs of different colored goo, you can create patterns and mosaics in the paper like the stuff above.

You don't need to pour it into the frame very thick, just add enough to clog the holes. Leave the frame to dry, and the water from the blended paper will drip out through the holes. The final product will peel off the mesh, and be like the paper in the picture you posted, with a slightly rough texture and visible grains/patterns.

For the mesh, a tightly stretched fabric will work aswell, like an old t-shirt- but since it will hold moisture, the paper will take longer to dry. You can also add wood shavings, thread pieces, nutshells, leaves, and any number of small particles that will end up embedded in the paper. Could probably also do it with rice instead of paper if you wanted to give that a shot.

I cant really gove you an answer,but what I can give you is a way to a solution, that is you have to find the anglde that you relate to or peaks your interest.
