There is one possibility for Murli to play as an Indian in IPL. He is married to an Indian woman, who is Indian citizen. Like many have qualified to play in England due to this rule, if Murli were to seek Indian citizenship on this basis, he can be granted, with some time limit applicable.

Maybe he has already done that but dual citizenship is still not awarded to anyone but NRI's, that too limited to certain countries presently. This could be the reason, why he doesn't require visa for visiting India. He is married to the daughter of Dr.Reddy of Apollo Hospitals, Chennai..

Determination and Assessment of player’s nationality is done on the basis of tournament organizer’s terms and regulations. The one who satisfies all the conditions is considered as national player and all others as foreign players. Here organizer is BCCI, so its terms of contracts will be applicable.

Here it is mentionable that residency is a subjective term and is subject to the objective of determination. For example A person may be Indian to the Indian government and may be not to Indian Tax department at same point of time. Similarly BCCI’s assessment rules have nothing to do with Passport nationality or something else.

So whether he can play for India or not depends on the conditions of assessment of BCCI which have nothing to do with Murali’s citizenship, culture, belief or something else. SAARC has nothing to do with VISA process. SAARC is just an agreement to promote trade between South Asian countries. For entering in India everyone needs VISA except Nepal and Bhutanese public.

SAARC has Afghanistan, Bangladesh, Bhutan, India, Maldives, Nepal, Pakistan and Sri Lanka as members, it doesn’t mean that the public of all these is allowed to visit each other’s country without VISA. Symonds is in India on temporary VISA, he don’t have Indian nationality and even if he do have then it doesn’t mean that he can represent India in Indian premier league. BCCI and Indian government may have separate nationality assessment conditions.
