I don't think you really need a dSLR. If you’re taking photographs of people (and by close-up, I assume you mean full-frame shots, not a "just their nose" type shots), any decent digicam will work, provided it’s set up properly. In fact, most have a "portrait mode" that sets the aperture to an appropriate setting based on your "zoom" setting, and sets shutter speed and ISO appropriately (or tries to, depending on light).
Personally, I think a dSLR would be overkill for this, unless you’re planning on doing this as a business (and what I mean is not giving shots away or even for $0.20 a 4x6, but selling them for comparable to what a pro would sell for in your area.... and that it’s pro/semi-pro quality). Since you ask for the least expensive dSLR, I’m assuming you’re not going to be doing this as a business. Any of the small Canon Powershot cameras, or Nikon, or Fuji would work.
Probably around 5 Mpixel is all you need, something with good optics. A tripod might help in low-light situations, as well as reading up your camera and how it works. I’ve found that most people have issues when the light isn’t noon-bright, and mostly because they don’t understand how the camera works.
Understanding aperture, shutter-speed, and sensitivity/ISO and how they perform together to get the exposure is important. Sure, you can put the camera on green-box (AKA AUTO) mode, but then it guesses what you want, and 80% of the time, it’s not the optimal choice--or even close! If, however, you want to least expensive dSLR (any dSLR will shoot portraits), the Nikon D40 or the Canon XT (the older one) should be cheap enough.
The lens that comes with them is sub-par, but will suffice for family snap-shots. Some may say I'm being mean (or grumpy); I'm just trying to save you from buying something you really don't need. Sources: Experience as a photographer.

Cameras The least expensive digital SLRs are the Nikon D40 and the Canon XT. You can find both in the 500 dollar range with a decent kit lens. For good closeup portraits without breaking the bank look at the Nikon 50MM 1.4 prime lens for an additional hundred bucks.

It's about the lens... I'd say Nikon D40 would be the cheapest. You can get it for under $500 with a lens. As for taking good close ups -- this really depends on the lens you are using.
