I checked on amazon, and the "Burning Crusade" is officially priced $29.95, but can now be obtained for $22.98 through Amazon itself, or even $18.00 from Amazon affiliated resellers. "Wrath of the Lich King" is priced $39.99, and can be obtained for $29.99 through Amazon, or $27.99 through Amazon affiliated sellers. Of course, both can also be bought second-hand, at even lower prices.
The "Wrath" expansion pack builds 'on top of' the "Burning Crusade" package, meaning you can't even use it without first buying the Burning Crusade package first. Whether the "Wrath" is worth it for you, depends on how far you've progressed playing the game. If you've only just started, don't bother at all on getting either package.
Start with the main game, and play that up to level 60 for at least two characters. Make sure you truly understand the game, and have played several instances. Only then, go out and buy the 'Burning Crusade", and build out your characters to level 70, and enjoy the added storyline, including the new underground areas.
After that, (but you'll be at least half a year down the road then), but "Wrath", and continue with the new story, new characters, and new instances. With this strategy, you'll get the most out of your World of Warcraft experience, and enjoy the additional featured of the expansions the most, without initially shelling out the big bucks, for added content you might never get to experience.
