In the end, it all works out the same in that you are still pulling from the top of the roll just from a different side. Logically, it would seem the best approach would be to orient it with the end to the top and facing outward. This allows the potential user to visually see the end of the paper and easily grasp it on the first try.
With the orientation to the top and back, the end of the paper may not be visible and will require some feeling around to search for it. This wastes time and contributes to the inefficiency of the production. WB.
