The Plaintiffs in Worcester were Samuel A. Worcester, Elizur Butler, and nine other missionaries affiliated with the American Board of Commissioners for Foreign Missions (ABCFM), who were arrested in Gwinnett County, Georgia, on charges of living on Cherokee land without holding the requisite state permit.
