Who ordered the murders of the Branch Davidian families?

Nobody ordered anybody to be murdered. The initial raid on the Branch Davidian compound in Waco took place after search and arrest warrants were issued after a months-long investigation of weapons violations by the Davidians. This raid took place on 28 Feb 1993.
