Who ordered the murders of the Branch Davidian families?

Nobody ordered anybody to be murdered. The initial raid on the Branch Davidian compound in Waco took place after search and arrest warrants were issued after a months-long investigation of weapons violations by the Davidians. This raid took place on 28 Feb 1993.

The raid was a failure; the Davidians fought back, killing four ATF agents and wounding sixteen. What followed was a standoff. U.S. Attorney General Janet Reno, following the recommendations of veteran FBI officials, approved a final assault after being told that conditions were deteriorating and children were being abused inside the besieged complex.

The final assult took place on 19 April 1993. During the final assult, fires erupted inside the building. The causes of the fatal fires were disputed, but experts who reviewed the evidence, a Congressional committee, the Special Counsel, and a jury all concluded that the fires were started intentionally by some of the Davidians.
