Well, not having a zoological background, I'd have to say the elephant. The elephant has the thick skin, the massive tusks, and the ability to simply crush the polar bear. The bear could try to take some swipes at the lower limbs of the elephant, but elephants are more nimble in a fight than you'd think.
If it can knock the polar bear over just once, the fight would be over with one big foot stomp combined with some minced polar bear meat.

Outlast the polar bear, causing it to overheat and tire. Then, crushing it. Just looking over the above facts, I think the elephant has this one pretty easy.
The elephant ways about 6x the weight of the polar bear, and could crush it so easily. Also, consider the elephant's rough skin. It would be rather difficult for the polar bear to cause any major damage.
Its claws are only 2 inches long, and biting the elephant would be difficult given its size. Additionally, polar bears are sort of lazy. They prefer to walk (even though they can run 50 MPH), and they overheat rather quickly, at about 50 degrees F.
They kill ringed seals mainly, small helpless animals. They can kill full grown walruses, but prefer not to because they weigh 3x their own weight, and the aforementioned overheating issue. Conclusion: the elephant would probably first wear out the bear, and then crush it.
