Of course they can, that's not the point. The point is that minorities, the poor, the young and the elderly disproportionately don't have them and passing a law requiring them right before an election is going to leave a lot of people who have every right to vote getting turned away from the polls. More importantly, since in-person voter fraud is an imaginary problem, voter ID laws must be motivated by the desire to suppress the vote of these demographics.
I cant really gove you an answer,but what I can give you is a way to a solution, that is you have to find the anglde that you relate to or peaks your interest.
